Exactly, sorry Shon but I didn't like this suggestion. :/
Instead of honestly having a "report format", just allow Forum Moderators to look at Forum Reports that are created via the "Report" button on each post. If there is a thread or a user that is bothering them, members can even just PM the FM. Seb told me that he never actually had access to read the forum reports, so maybe give FMs access to read forum reports and take action.
