New laptop and have everything closed still getting low fps

What type of laptop is it (your new/old one?)
Windows version? (7/8/9/10, etc)?
Are you able to end core processes? As sometimes they enable and cause high-run frequencies, therefore they cause FPS issues.
Can't really help you if you don't follow through back with your threads...
