What's the issue you have been facing: Everyone's 0 ping in clan war, and when I rejoin some times I can see some people but usually not.
What have you tried to solve the issue: I allowed UGG through my firewall. I don't have any anti-virus program running.

Ping problems 999 are related to connections that have NAT.
You can solve this problem by performing port forwarding on ports standards gunz 7700-7800.
Or also activating the service called UPnP present in all modern routers.

Yes.
Try to change your in-game ports to 6112~6112. This worked for me when I had your issue.
