Every game I join, the camera is always aimed up, and I'm unable to aim it back down or even look around, I'm able to walk around still and shoot. Just the camera problem
Sometimes it's a joystick or controller, sometimes you just have to unplug and plug again the mouse or restart your pc.

Which is the type of mouse you have?
I've changed where the mouse is plugged in, standard logitech mouse, i've restarted my and no luck. There are no controllers connected at all
Ok problem solved. I have vjoy and I guess it was detecting something holding up. Fixed!
