Not Really a Stream "Tech" but there are many tutorials/tips that can be found online to help you.
Your obs settings will depend on the Computer you are planning on hosting your stream.
Settings > Encoding > Resolution > video bit rate buffering etc. Will have to be modified according to your computer's spec/speed/compatibility & resolution.
You can also play with your settings until you get receive a clear stream.
My current settings ( using a stock hp laptop )
Tip: Use Monitor Capture For streaming UGGunz. Game Capture does not support the program
