Tick the limit video fps box and type 250 in it, press minimize.
Set your ingame limiter to unlimited.
 
it's do 250.000 FPS but it's still jumping

how much does it 'jump' ? what range?
Sometimes it's jump down to 180-230 and sometimes it's jump 251.449-249.399 or it's stay on 250.000

251 and 249 is fine, it does the same for everyone else, so don't worry about that.
If your fps goes lower than 249 than your computer is simply not good enough to run gunz at stable 250 fps.
Upgrading your gpu to a better one will give you more stable fps.
When I limit the Fps until to 240 it's worked just sometimes I have screen lags and it's drop to 200 fps from 240.040 but after that it goes back to 240.040 FPS and stay on it so it's good ?
