More fps more graphic quality and fluid moves
increases your fps by decreasing the texture

FPS  (Frames Per Second) is the number of times the image on the screen is refreshed each second. So yes, more FPS = more fluid gameplay.

Generally, at least in the newer games, you would need a monitor with a refresh rate (Hz) directly proportional to the FPS (a 144hz monitor can only generate 144 fps on the screen, max).

In UGG, however, it's possible to note the difference playing with a frame rate above your monitor's refresh rate (if you got more Hz, you gonna perform better tho). At 150- FPS you feel the gameplay is kinda heavy. 500+ your character gona slide a lot. In both cases, it's harder to perform skills. The desired FPS for most players is 250 or 333. 

Decreasing resolution and graphics settings might help, but of course, to get this FPS, you gonna need a decent CPU and video card.
