[NO ACTION TAKEN] Spikes and 999

In the past months I have been experiencing sometimes spikes, where every few seconds everyone is stuck in their place and then back to normal.
Sometimes it happens and sometimes it isn't.
I have no firewall or antivirus active and i'm connected directly with a cable.
Everything else works fine on my network, it's only in UGG.
I opened ports, have NAT and upnp enabled.
Any idea what can be the cause?
