It depends on the Anti Virus you have, if you have Windows 10, you do not need an Anti Virus, only Windows Defenfer is necessary, the other Anti Virus causes certain things to be blocked...

Hello I have tried all that is requested. I am not uninstalling Bullguard lol. Its the best anti virus I have had. Top notch. Every recommended has been tried on this thread. I would go back to there needs to be a updated version launcher. Instead of the old 2015 basic launcher which this one is based off, its too old and outdated for modern gamers.

You dont need unistall just add UGGunz.exe like exception

1. unistall ugg and restart
2. install ugg and dont open
3. add uggunz and ugg launcher like exception
4. open ugg launcher

Hi I have tried this and it updated 14 files, clicked start game and it still didn't load

For some reason the antivirus doesn't allow the ugg to update even though as you mentioned you added it to exceptions, you could try uninstalling the antivirus and after it was updated and you started the game, reinstall it but turnning off it so that you can add it to exceptions and then turn on it.
