[UNSOLVED] High ping to server

What's the issue you have been facing: i get high ping to the server most of the time sometimes its just 200 but when its crowded it goes up to 2k
What have you tried to solve the issue: ive portforwarded my ports
and enabled UGG from Firewall

when server ping is high i see everyone outside of my country with a higher ping for instance i see a brazilian player 280 in this photo which is 130 higher then it should be
and also someone from netherlands who is 170 when its suppost to be just 50.
