Turn on/off VSYNC at graphic driver settings. If you're using an actual T.V to play, change the refresh rate to what your graphic card supports or just turn it down to 60Hz~75Hz (anywhere close enough for you to play without the tearing.)
Turn off Anti-Aliasing in your graphic driver settings too.
