AMD and NVIDIA control painel can limit fps too(For Nvidia, you can go to control panel and try using Adapative Vsync (Half Refresh rate)

The game no detected Rivatuner and in my catalyst panel Cant limit fps :/ evga precision is not compatible with AMD and MSI AFTERBURNER no detected Gunz
 i think you anti hack is blocking THE PROGRAMS

If you have amd that has the current drivers in the initial configuration screen has to limit the fps, I did with it in my time.
If I do not let you RadeonMod look for a tuto to limit the fps with your plate.
