3.8ghz cpu with a locked bios on a non "z" sku motherboard which allows no multiplier changing (meaning you can't power save, or turbo boost, the only way to change cpu speed / mhz is to alter your FSB)

3769 divided by 38 (base mutliplier for an i5 7600K) = 99.184 FSB

That is an underclocked processor, plain dead and ***** simple.

The MHZ Shouldn't even be staying at 3769.21 static. Thats not how this works It will always change no matter what you do whether you are afk or not it will never stay the same.

(now mind you, this doesn't have a shitty motherboard and it's using a "Z" sku and it can overclock and underclock via turbo boost \ power saving)

that comes out to a 99.929 FSB (or BCLK, they are the same thing)

could it happen that you maybe, just maybe, used a 3rd party program such as ntune, amd overdrive, asrock utility to alter your FSB\BCLK by just a little?
